Laboratories take up testing of Textile items viz., fibre, yarn, fabric, garments, made-ups and textile auxiliaries for testing of various physical, mechanical, chemical and ecological parameters. 

Standard Test Methods Adopted: The laboratories adopt the latest standard of BIS, ASTM, AATCC, ISO, DIN, NFPA, UFAC, CAL TB, ENISO, JIS etc., for testing of various textile items. Based on the need, many of the customer/buyers standards are also adopted to test the textile articles.

Our Customers: More than 30,000 customers from trade and Industry and also across various central and state government organizations such as Customs, Indian Railways, Defense & Police establishments, Municipal Corporations, Transport undertakings, Education departments, Health Departments, BHEL, RITES, HAL, SAIL reputed Buying Houses and Leading Departmental Stores, etc., are utilizing the testing facilities of Textiles Committee.  The laboratories of the Textiles Committee are now catering to the testing requirements of textiles meant for both domestic and export market.

Tatkal Scheme for Testing Services: 

Testing services can be taken under Tatkal Scheme on a priority basis on payment of 50% extra charges on the card rate.  Reporting is generally done in a day.  Trade Notice    

Discount Scheme: Discount is offered to bulk customers based on the volume of testing services availed from the Textiles Committee during the financial year.

Frequently Asked Questions (FAQs) regarding testing PPEs at Textiles Committee, Mumbai

1.    What are the tests mandated for PPE-coverall?
As per the Ministry of Health and Family Welfare Directorate General of Health Services Guidelines on rational use of Personal Protective Equipment, the technical specification Meets or exceeds ISO 16603 class 3 exposure pressure, or equivalent


2.    What are the facilities available for coverall testing with Textiles Committee?
Facility available for mandatory test-

3.    Apart from mandatory test, other available tests for coverall?

4.    For the Quality compliant which standard Textiles Committee follows?
Technically, it is your decision to request the required test or the Test Standard. However, Textiles Committee Mumbai laboratory has Accreditation as per ISO/IEC 17025:2017 for Determination of the Resistance of Protective Clothing Materials to Penetration by Blood and Body Fluids — Test Method Using Synthetic Blood as per ISO 16603, ASTM F 1670 and IS 16546


5.    How many samples do I need tosend?
In case of Fabric-1 sq. mt of fabric

6.    What is the Turn around time for testing of sample?
3 to 4 days


7.    What are the charges for the tests?
For coverall or fabricor seam testing charge for Synthetic blood penetration resistance test is Rs 3700.00 + 18 % GST (applicable GST).Other test parameter charges are given in the website. 


8.    Why do need to test GSM and Thickness?
As per the requirements of IS 16603 abd ASTM F 1670, Blood Penetration resistance is reported along with GSM and Thickness as these paramenters will affects the property of blood penetration resistance significantly.


9.    Is TATKAL Scheme (Out of Turn) applicable to PPE coverall testing also?
       Tatkal scheme will not be applicable for PPE testing for the private sector.


10.    What is UCC and when will I get it?
The Ministry of Textiles has laid down new norms, which require a Unique Certification Code called UCC-Covid19 and a tamper-proof sticker in indelible ink specifying details of the manufacturer. UCC is an abbreviation for Unique Certification Code. All our reports for samples (includes for fabrics, coveralls) that pass the tests will compulsorily carry the UCC. Failed sample reports will not have them.


11.    What is a procedure and documents required along with the sample?
o    A request letter for the testing and certification of proto type sample of fabric required to manufacture PPE body coveralls for COVID-19.
o    An affidavit form on a notarized stamp paper of minimum value of Rs.500/- as per the prescribed format given in Annexure of MoT circular No.F-8/4/2020/R&D dated 24-04-2020.
o    Also scan copy of above should be received from customer through e-mail id: tclabmumbai[at]gmail[dot]com & tcppetest[at]gmail[dot]com
o    Identical customer samples mark should be on the sample as well as on the request letter
o    Payment details
o    Pack your samples in a clean polythene cover.
o    Send your parcel to textiles Committee address given in the Website along with all the above-mentioned documents


12.    Do I need to make the payment before sending my samples?
Yes, your sample will be accorded a no only after complete procedure and payment of scheduled charges notified in the website, to the following account details

13.    If I am a coverall manufacturer, should I also separately send a fabric for testing also?
No.  When testing a coverall, we also test the fabric portion in the garment and you will get a report regarding the status of your fabric as well as the seam. The coverall will be deemed as passing only when the both the fabric as well as seams pass the test.


14.    Who should send an Affidavit?


All fabric as well as coverall manufacturers sending their samples for testing to Textiles Committee need to send an Affidavit (separate for each) in order to receive their test report.
15.    Can all use the same Affidavit format?


No. There are separate formats for coverall manufactures, fabric manufactures and tape manufactures.  There are separate links in our website to download each.


16.    When do I send the Affidavit?
Technically, we need the affidavit before we release your test report. You can ensure that it is sent along with the samples.


17.    If I have different samples, should I test all the samples?
Technically Yes.  The UCC that you receive for your passed sample is specific to each sample. So, for different samples, you need to test them separately to receive UCCs for each.

Protocol for Receiving Samples and Issuance of Test Reports at Gate of Textiles Committee, Mumbai

1.    Wearing face cover is compulsory for sample recipients and customer.
2.    Social distancing shall be followed by maintaining at least 3 feet distance.
3.    Sample should be received only in packed condition using plastic cover.
4.    Before receiving samples, recipients shall clean their hands with sanitizer.
5.    An acknowledgement shall be given to customer for the receipt of samples.
6.    After receiving of samples, the parcel shall be sanitized and kept there itself for 1-2 hours
7.    Received samples shall be handed over to laboratory.
