To index the degree of modernization of Ginning & Pressing factories a unique scheme has been launched by Government of India. This Assessment and Rating system for Ginning & Pressing Factories has been formulated by Textiles Committee in association with TMC for the modernized Ginning & Pressing factories.

The Government of India, in the year 2000, commissioned “Technology Mission on Cotton” (TMC) with the objective of improving the overall quality of cotton right from the cultivation stage till it reaches the Spinning mills where the textile manufacturing operation starts. The Mission comprises four mini missions with specific objectives of ‘research’, ‘dissemination of technology to farmers’, ‘improvement in market infrastructure’ and ‘modernization of Ginning and pressing sector. The Ministry of Textiles is implementing Mini Missions III & IV relating to improvement in market infrastructure and modernization of Ginning & Pressing factories. The modernization of Cotton Ginning and Pressing Factories were major parts of the TMC. Under this programme more than 1000 Ginning and Pressing factories have been modernized. To maintain the improved status of these units as well as to enable the spinning mills to select the Ginneries to source the cotton this scheme is launched.
